A closer look suggest that there is an exhaust manifold (where that larger pipes exits) and a possible inspection plate at the front base.
So, possibly, a combustion chamber.

The basal part of the assemblage looks like an industrial cooling radiator, with input and output pipes.
The top part is less clear - an image from the side would help.
Be aware of possible ACM on the pipe lagging !
