There is an alternative. To great applause from all sides of the Parliament the first Scottish social security bill was passed into law yesterday. It may introduce a form of social security that makes a positive difference for the benefits devolved - it certainly makes a great contrast in approach to London, though funds are still very limited.  And of course the achievement of the social rights depends on performance which is some way off. See the CPAG response below - and John Dockie is not accustomed to issuing such plaudits.

Landmark Scottish Social Security Bill passed
•         Principle of a rights based system that treats people with dignity now in law
•         Priority now must be to “make sure rights to social security are promoted at every opportunity”



Responding to the passing of the Scottish Social Security (Scotland) Bill today (25/04/18), John Dickie, Director of the Child Poverty Action Group (CPAG) in Scotland, said:

"It is great to see the principle of a rights based social security system that treats people with dignity now in law.  What's more, important amendments, including  on applications and notifications, that have passed today build on previous amendments on uprating, scrutiny and the right to cash assistance that promote those principles in practice.

Social security is a key tool for preventing poverty. Looking ahead the challenge is to ensure people's right to dignified access to social security are promoted at every opportunity as the system develops. As Scottish benefits are introduced and developed those who need assistance, Parliament and the new social security commission must have every opportunity to scrutinise and inform the detail, with further primary legislation brought forward where substantive changes are planned.”

Responding to the vote on amendments to introduce a £5 a week top up to child benefit, Mr.Dickie continued;

"Whilst Parliament has not taken this legislative opportunity to introduce an immediate top up to child benefit, the Scottish Government's recent promise of an income supplement for families is a real step forward. With one in four of Scotland's children already living in poverty, and massive increases forecast, there is no time to lose in making good on that commitment.  A £5 a week top up to child benefit would, for example, lift up to 30 000 children out of poverty."
