I edited a raft of impact submissions for a couple of universities for REF2017, including one whose VC had previously accused other universities of cheating when I reported that I had edited submissions for the previous Research Assessment Exercise.
I guess it is sign of progress that people now accept that outside help can improves submission, although the amount of money that some universities threw at this was mind boggling.
It may have been the universities I worked for, but my first challenge was to get the academics to include engagement in their impact submissions. For most of them impact was the effect they had on businesses, products developed, spin offs created and other signs of economic impact. Where possible I tried to add wider engagement activities.
I confess that I have filed away as many impact statements as possible from REF2017 and my reason for that is to be able to plunder them for the effect they had on businesses, products developed, spin offs created and other signs of economic impact.
If impact is going from 20 to 25%, there's enough involved to start putting numbers on the individual components. Perhaps a minimum of 5% of the total should be engagement.
