Dear Jerry,
I have a softer (maybe harder?) version which uses two marks. Mark 1) is the mark for the university system (grades have gone up over the years and students might fail to get a scholarship simply because another area/university has pushed their marks way up to get better statistics). Mark 2) is my mark as an academic. This second mark is never recorded - it is always lower than the Grade Point Average mark awarded.
I explain, at great length, why the second mark is lower. Students never come back a second time.
