The paper describing FILM pre-whitening referred to TRs of 3s and 1.5s (and the only considered voxel size was 4x4x7 mm^3). The shorter the TR, the higher the autocorrelation -> the more relevant the pre-whitening. In the following preprint you can find some results for data with TR=0.645s, for which there were many false positives, as well as residual autocorrelated noise after pre-whitening, though less than for the global AR(1)+white noise, which is the SPM's noise model.
