Hi Graeme,
One limit is within the SafeHTML filter policy, which depending on your setup may only affect students.
Look for the directive 'maxInputSize' - we have ours set to 1M characters.
Note that in earlier versions of Q2 2017 (as well as some CUs of Q2 and Q4 2016), this limit wasn't respected and was set lower (200k chars if I recall correctly) - see here:

Hello,
While visiting one of our academic units yesterday, I was asked about the word limit on the Blackboard Wiki tool. The academic said that it had restricted what they were looking to do with the tool. I wasn't aware that there was a word/character limit on wiki pages. I've found in their help pages that there is a 2000 character limit on comments, but have not found anything for the Wiki Pages.
Can anyone confirm if there is a limit, and if so what it is?

There is a limit on the number of characters a student can submit through the GUI regardless of the tool used, it could be a wiki, blog, journal, etc.
This was previously set to 100 000 characters. However, the new policy from the end of 2016 (if memory serves) allows 200 000 characters.
Just make sure you are on the new Policy.

We got stung by this problem too. Yanna is correct that the character limit that can be submitted through the HTML editor is capped across several tools (wiki, blog, journal, etc). You can set this value yourself by changing the "Safe HTML Policy". We increased our limit to 1000KB of data (1 million characters). Note this includes all the underlying HTML characters too. However, following our upgrade to Bb 2017 Q2, we found a bug that was specifically affecting the Wiki tool where the Safe HTML Policy value was ignored and the character limit was fixed at 200,000. The error message you see is along the lines of:
"Must not contain more than 200000 characters: Content.
Reduce the size of the input by XXXX characters."
This bug is addressed in Cumulative Update 3 for Blackboard Learn, 9.1 Q2 2017:
