Kirklees LDF is currently in progress and no mention of %'s just that housing should be considered for all!!! Despite me emailing them during consultation. This is it!

Housing needs
2.3 NPPF (paragraph 47) identifies measures for local planning authorities to boost
significantly the supply of housing, including ensuring that their Local Plan meets the
full, objectively assessed needs for market and affordable housing in the housing
market area. NPPF (paragraph 159) requires the preparation of a Strategic Housing
Market Assessment (SHMA) to assess the full housing needs, working with
neighbouring authorities where housing market areas cross administrative
boundaries. The SHMA should also identify the scale and mix of housing and the
range of tenures the local population is likely to need over the plan period, with
consideration of household and population projections. This should enable the Local
Plan to:
meet household and population projections, taking account of migration and
demographic change;
address the need for all types of housing, including affordable housing and the
needs of different groups in the community (such as, but not limited to,
families with children, older people, people with disabilities, service families
and people wishing to build their own homes); and
cater for housing demand and the scale of housing supply necessary to meet
this demand.

A very interesting question...and one I too would be keen to hear more about.
Habinteg Housing's campaign https://www.habinteg.org.uk/foraccessiblehomes and their Accessible Housing Policy Update last year https://www.habinteg.org.uk/reports-and-briefings/accessible-housing-policy-update-2017-1104 Page 6 refers to Greater Manchester and Liverpool's draft Local Plan. (I think Leeds too)
They also did a FOI survey in 2016 of local authorities asking councils if they had policies to build to the Lifetime Homes Standard - the results showed strong approaches in Reading, Wokingham, Sevenoaks, Leicester, Leeds, Peterborough, and Eastleigh. Although taken as a whole, of the 266 councils that responded just, only 8.2% of councils had both policy and monitoring in place15.
I believe Cornwall require a % to Category 2.
I think Housing LIN had an interactive tool to find out which councils were building to LTH/Cat 2.
There seems to be very little information regarding Category 3 outside London and I also think some Local Authorities think that just requiring a % of Category 2 is enough and possibly misunderstand the term 'accessible and adaptable' and do not understand that it is general needs housing.

Hull City Council have just had their local plan accepted with private housing having to provide 25% M4-2 and if social housing 50%. Everything else M4-1, nothing on M4-3.
