I guess that depends on what you asked, if it was to stop the use of different coloured nosings at the top and bottom then the standards doesn't prevent it but it doesn’t seem encourage it either.
Not sure of copyright limits so I will rephrase what I think will be the key bits for you:
The recommendation for nosing contrast has changed slightly. It now says the contrasting bit must extend to the front edge of the tread and top edge of the rise. I guess this means no more separate inserts on going and riser and puts an end to the debate about 'how far back from the edge' contrast can be. This is the same for BS8300-1 (external) which I think is where it will have more impact.
It also includes two notes which I think are relevant to your comments. The first, Note 1, reinforces the need to ensure adequate contrast between nosings and landings. Note 5 says its beneficial for landings to contrast with stairs but the contrast on the top and bottom step must be maintained.

I commented on the revision to BS8300-2 with regard to stair nosings being the same consistent colour on a flight of stairs. Current practice appears to be rather confusing with top and bottom nosings a different colour from the rest. Does anybody know if my comments were included or ignored in the published standard?
