There has been no official change in the lead times for planned maintenance outage.
The talk you are referring to, happened after INFN-T1 declared a 5 day downtime for their entire storage 2 days before it happened:

If you can avoid doing something like this, that would be great...
As it happens, I see you have already emailed atlas uk cloud support about your intervention, so gold star for you!
