The ambiguity is in the title: volunteer engagement manager.
That can be a
volunteer (engagement manager) - a volunteer who spends a bit of free
time improving engagement
or a
(volunteer engagement) manager - a professional manager with the job of
increasing the engagement of many volunteers in an organisation
