The mundane first step toward that has been in place for decades. If Don’s university library at UC San Diego doesn’t have room for a book, it is sent to the Southern Regional Library Facility for storage in compact shelves. (SRLF is adjacent to UCLA. There is an NRLF that serves the northern half of the University of California campuses. Several other universities have similar facilities.)
If Don wants that book, the UCSD library orders it delivered and he get it in a day or so.
My university library doesn’t have an off-site repository but I won’t be surprised if they move to more compact shelves, freeing space for the various students services they now have. As is, I order books on line and pick them up the next day. (They would deliver to my office if I wanted.) I haven’t been in the stacks for years. The service has saved ECU thousands of dollars in my time.
(I don’t think books are going away as fast as everyone thought in 1995.)
