Let me make sure I have this straight.
A PhD is a license to do research but must include the ability to teach other sorts of research because anyone with that license must be able to teach others to get that license because nobody would think to check their qualifications beyond the degree. A PhD is *not* a license to teach undergraduates because a university can set policy that requires abilities beyond what is inherent in the PhD degree but only for undergraduate level teaching.
Someone who is licensed to do research *could* choose to, say, just do research without conferring the license on a future generation in the same sense that a rap star could take up acting or a lawyer could become a talent agent.
This is all because ancient Greek medicine and medieval fraternity initiations.
I get it now.
