I did some work with Merton (Wimbledon) and Westminster a while back, smoothing their customer journeys and streamlining processes. I'd recommend contacting them.
I joined Edinburgh Libraries last year as I was there for a while and I found the experience very positive. The Colinton team member made sure I knew what I needed to know that day and didn't overwhelm me with info.
