The UK Debt Management Office has a vacancy for a recent graduate who is looking for a career in information management and information rights (Freedom of Information and Data Protection/GDPR). The ideal candidate will, once established in the role, be able to provide practical, relevant information management guidance and support to all business areas within the DMO.

Job Title: Information Management Officer
Salary Range: £25,000-£30,00 per annum
Contract Type: Fixed Term (up to 2 Years)

Job Specification:

We are looking for someone with excellent communication skills, who will be able to communicate specific legal requirements to business areas and senior management, and be able to draft clear, precise responses to FOI requests. The successful candidate will gain knowledge of the requirements of Freedom of Information and data protection legislation (DPA & GDPR) through supervised practical experience and formal study, with the option to gain professional qualifications in those subjects.

Based in the small Information Assurance team, the role will initially involve:

• Supporting day-to-day information management activities, including managing semi-current records held in the records store or in offsite storage, and liaising with business areas to ensure timely destruction or transfer to The National Archives in line with agreed retention requirements
• Providing routine advice and support to DMO staff on records and information management matters, including information security awareness, and contributing to R&IM projects
• Supporting the DMO’s compliance with FOI legislation – acknowledging and logging requests; liaising with relevant business areas to establish whether the information is held and can be provided; preparing draft responses, and agreeing amendments on the basis of comments contributed during the review process
• Co-ordinating DMO contributions to Parliamentary Questions to HM Treasury
• Maintaining registers of FOI requests and Parliamentary Questions, and preparing regular reports on request volumes and outcomes
• Assisting other team members as necessary

Person Specification:

Experience
• Experience within an information management role
• Some experience of case work or customer correspondence would be helpful, but not essential

Knowledge
• A good understanding of basic information management concepts (records lifecycle; retention scheduling; protective marking, etc.)
• Awareness of Freedom of Information and Data Protection legislation would be helpful, but specific knowledge is not expected as training will be provided

Qualifications
• Degree – any subject, but a high standard of written English is a key requirement
• Master’s degree in archives and records management preferred but not essential

Skills
• Strong attention to detail, and an organised, methodical approach to records management tasks
• Good oral and written communication skills, including the ability to draft clear, accurate correspondence and other documents, and explain technical or legal requirements to colleagues in other business areas
• Ability to work effectively as part of a small team – flexible and adaptable
• Strong inter-personal skills with the confidence to communicate effectively at all levels
• Strong self-motivation and resilience
• Good organisational skills and the ability to manage own time while keeping to schedules and meeting deadlines

Leave - You will have an annual leave allowance of 27.5 days on appointment plus paid bank holidays.  

Probation - You will normally be subject to a period of probation for the first six months of the appointment (unless you are transferred from another Civil Service department/agency in which case you will not be subject to a new period of probation if already confirmed in post).  The DMO may exercise its discretion in extending the probationary period beyond six months where considered necessary.
