Panel: The UNHCR in Non-Party Refugee-Hosting States

IASFM theme: 2. Changing durable solutions
How does the UNHCR execute its mandate to provide international protection to refugees in states that are not parties to the 1951 Refugee Convention? Despite this formal rejection of the international refugee law regime, many states still rely heavily on third parties such as the UNHCR to protect and assist, and to seek durable solutions for refugees in their countries. In the absence of commitments to international treaties protecting refugees, or limited application, refugee protection is often understood as negotiated. For the UNHCR, this might take the form of the creation of the highly contestable and contested notion of ‘protection space’. This panel seeks to:
(i) interrogate the role and the work of the UNHCR in creating and implementing such spaces in non-party states;
(ii) examine the implications for the UNHCR and for refugee protection of its practice on the ground;
(iii) consider what lessons have been learned and how these might influence global discussions and developments, such as the Comprehensive Refugee Response Framework.
The panel welcomes proposals which address UNHCR in non-party refugee-hosting states and especially encourages papers which draw on empirical material and field research. Please apply with a paper abstract (max. 300 words) by 19 October 2017 addressed to [log in to unmask]
