Hi Tony,
We have used freelancers in the past and during the most recent phases of getting the museum operational. We still have a need to engage external designers for work; this role is not intended for large-scale design work and we are not expecting the role to carry out all the museum's design work.
The main reason we want a designer/editor is the cross organisational need for it. Teams have reported frustrations dealing with freelancers about designs, ideas for content and consistency of approach. We feel that having someone in the office, with all the resources at their disposal, would encourage effective relationships with teams and they would gain a thorough understanding of editorial and design requirements on a day-to-day basis. A designer/content editor who could develop an intimate knowledge of the museum's content, exhibitions, objectives and brand would be a real asset.
