The roles
i) HMICFRS (1 post)
Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) monitors, inspects and reports on police forces in England and Wales, as well as fire and rescue services in England. HMIC is independent of both the government and the police and fire & rescue service.
Our PEEL programme of regular force inspections annually examines the effectiveness, efficiency and legitimacy of police forces in England and Wales. We also publish a large number of inspection reports on specific topics; recent reports have covered crime data integrity, child protection and custody. The fire and rescue service inspections will focus upon the inspection of efficiency, effectiveness and leadership within fire and rescue services across England.
Our Performance, Analysis and Research team provides insightful analysis that underpin our inspections. The team is a group of analysts (including specialists in economics, statistics, operational research, social research and generalists) drawn from a variety of backgrounds in both the public and private sector.
This role is central to HMIC’s analytical capability, and requires conceptual as well as analytical skills, based on a solid understanding of statistical techniques and their practical uses. The successful candidate will support a variety of inspection activity on very different, high profile topics in policing. Specifically the candidate will be responsible for supporting the PEEL inspection programme and leading on analytical support to the Crime Data Integrity programme.
The successful candidate will have the opportunity to develop their stakeholder management skills through liaison with a wide range of government and policing organisations at a senior level. They will represent HMIC across multiple work streams, and will need to communicate complex ideas in plain English to colleagues and the public.
Key Responsibilities vary with each inspection, but will include:
• Taking responsibility for supporting the Crime Data Integrity inspection programme ensuring required statistical accuracy are met by crime recording audits and reporting.
• Taking responsibility for ensuring that HMIC complies with the National Statistics Code of Practice, and leading on data quality at HMIC.
• Supporting Her Majesty’s Inspectors of Constabulary (HMIs) in making decisions about force performance based on data analysis, and identifying those forces operating above or below expectations and the risks associated with this.
• Preparing briefing packs and presentations for inspection visits.
• Researching, analysing, reporting and presenting information within published HMIC reports.
ii) Home Office Roles
These posts are located in the new Home Office Analysis and Insight (HOAI) Directorate that was launched in April 2017 – a new organisation bringing together over 250 people, including economists, statisticians, social researchers, operational researchers and intelligence analysts.
The new organisation will build the department’s understanding of issues which cut across all areas of Home Office business and to generate important insights from emerging analytical techniques like data analytics and behavioural science. This post involves collaborative work with other analysts, including a small team seconded from the Office for National Statistics.
The Home Office has policy responsibility for two of the most high profile areas of government; crime and policing and immigration.
Crime and Policing Analysis (3 posts)
Three posts are available within the Crime and Policing Analysis Unit in the Home Office (around 50 staff in total) which is responsible for providing statistics, research and analysis for the Home Office’s Crime, Policing and Fire Group. The Unit consists largely of analysts (statisticians, researchers and economists) as well as some generalist staff. The team is based in two locations, Croydon and central London. The post-holders will be expected to work across both sites, with at least one of the posts based in central London and one in Croydon. The posts will cover a wide range of work across Crime and Policing. Two of the posts will be in an expanded Home office Data Hub (HODH) team.
• The first post-holder will work on the management of the HODH. The Home Office are presently in the final stages of implementing the HODH, a record level dataset of crime in England and Wales. This greatly increases the potential for crime analysis, allowing us to provide more detailed evidence to policy colleagues and increases our understanding about crime. The post-holder will lead this work, and will work with others to drive forward work to link these data to the Police National Computer, Ministry of Justice data other data sources, further increasing the potential for analysis. The post-holder will also work on police outcome data – how the police deal with each crime that they record. This post is based in Croydon.
• The second post-holder in this team will be responsible for managing, co-ordinating and developing the iQuanta service, a database which is designed to allow all police forces and local authorities to manage performance in tackling crime in their areas. There is scope to refine and develop iQuanta, fully integrating it in to the work of Data Hub, and working with stakeholders to identify and dejliver areas for improvement, including the development of innovative data analytics solutions. You will be expected to play a key role in taking this forward. The role will also involve making a broader contribution to the management and development of the Data Hub. This post may be based in London or Croydon.
Both post-holders in the HODH team will be expected to:
• Liaise with police forces and policy leads on developing new data collections;
• Work with IT contractors to manage the IT infrastructure;
• Assist with the analysis to support the production of high profile annual and quarterly statistical publications, working closely with the Office for National Statistics;
• Provide a central role in overseeing quality assurance processes on data streams and publications.
A third post is available the Policing Statistics team.
• This post-holder will work on policing statistics and management of the implementation of the Police Workforce Census (PWC). This post provides an exciting opportunity to work in the high-profile area of policing statistics. Key work areas of the team include producing seven National Statistics publications each year, covering the police workforce, police use of powers (e.g. arrests and stop and search) and the use of terrorism powers, as well as modernising the current collections to develop a record level dataset on the police workforce.
• The post holder will be responsible for aspects of the Annual Data Requirement, the process by which data are collected from police forces each year, and will work closely with policy colleagues and police forces to establish precise requirements and consider the burden of any new collections or changes to existing collections.
• Furthermore, the Policing statistics team are in the process of modernising data collection, developing the Police Workforce Census in order to collect record level data and replace outdated aggregate data returns. The post holder will play a key part in delivering this ambitious goal, which will provide new analysis on the police workforce. This post is based in central London.
All post-holders for jobs within Crime and Policing Analysis Unit will also be expected to:
• Liaise with police forces, HMICFRS and other stakeholders to improve the quality of data received by the Home Office, and increase awareness and use of these data.
• Provide regular reports and written and oral briefing to officials and Ministers on crime and policing statistics as well as emerging trends and threats.
• Work across the Crime and Policing Analysis Unit to support evolving policy demands.
• Analyse data to help understand the drivers of current trends in crime and policing.
Applicants should have strong advanced Excel skills. Experience of also using other software such as SQL, Access, VBA, R etc is desirable.
Migration and Border Analysis (1 post)
One post is available within Migration and Border Analysis Unit in our team responsible for the production of the quarterly National Statistics release, Immigration Statistics. This is an interesting and exciting post working on high profile migration statistics, and provides opportunities to both to develop new longitudinal data and analysis and manage the regular production of high profile visas data, meeting the needs of a range of users.
The post-holder’s responsibilities will include
• Management and oversight of economic migration and visas statistics,
• Development and publication of longitudinal analysis on changes in migrants’ status (planned for February 2018)
• Development of analyses using new ‘exit checks’ data including collaboration with ONS
• Deputising for the Grade 7 when required.
These data sources provide vital evidence and are used extensively by the policy teams and ministers, as well as forming part of our quarterly published statistics and joint outputs with the ONS on migration.
As well as providing information for publication and external users including Parliament, academia, the media and the wider public, customers also include internal Home Office colleagues, including social researchers, economists, policy units, Ministers, Private Office and Press Office. The team also works closely with the Migration Statistics Unit at the ONS and is responsible for preparing the Ministerial briefing on ONS population and migration outputs.
Note: An employee may be required to carry out other duties within the scope of their grade and within the limits of their skill, competence and training.

The position is part of a Medical Research Council funded project to develop new Bayesian methodology for comparing, evaluating, developing and improving infectious disease models that have been fitted to incomplete data. Such methods have the potential to unlock new approaches for understanding the epidemiology of infection and set new benchmarks for the use of epidemic models to underpin quantitative prediction and decision-making. The new methods will be applied to and illustrated with important infectious epidemiological datasets. The postholder will become a part of the world-renowned Department of Statistics at the University of Warwick and will have the opportunity to collaborate with researchers in the newly established Zeeman Institute.
