The Government has since published their plans

On the one hand there are plans to use the research derogation (p19):
"The government will legislate to exercise this exemption in order to
ensure that the UK continues to be a centre for groundbreaking
research."
But on the other hand there are plans (p10) to
"Create a new offence of intentionally or recklessly re-identifying
individuals from anonymised or pseudonymised data. Offenders who
knowingly handle or process such data will also be guilty of an
offence. The maximum penalty would be an unlimited fine."
The latter is going to make it very difficult for data sharing in my
field (computer science). Hopefully it will not end up in the final
bill. Also see
