Well said.
I have known PhDs with experience "in a relevant field" who are hopeless science communicators. (Actually, that probably applied to most PhDs with experience "in a relevant field" because they have a hard time explaining things to people outside that field.) Then there are people without PhDs in any field who are superb science communicators.
This sort of job ad is sloppy thinking on the part of the organisation involved.
Not sure that I would exclude all reference to science qualifications, but substitute that with "qualification or experience in science communication" and you are much more likely to get good candidates.

PS I know we have been around this one many times, but it is always worth reminding recruiters that they do themselves no favours by placing unnecessary hurdles in the way of applicants.
