You also need to consider everyone else who works there, not only don't everyone like dogs , some people are scared of them and others are allergic to them which could lead to detrimental impact on others in the workplace - as Clara has written below, this seems a sensible approach, but referring this as a ' a civil matter' would not be straight forward as that and it will need compromise all round.

Hi Helen,
This sounds more like a therapy dog than an assistance dog. We have a draft student policy that would also apply to staff if asked. We have a no pet rule and where a therapy animal is required there is a checklist that they have to sign up to which includes do's and don'ts, requires third party insurance, regular vet check, review period etc.
The dog must have been assessed by someone with experience in animal therapy or if in training they have to have assessed it as having a suitable temperament.
