We are offering three 3-year stipends for conducting a PhD, starting in winter 2017. The studies have to be conducted at least half-time (50% as a year-average) on campus, hence could also be an option to combine a half-time job with half-time studies. My university covers half a position (1,200 EUR monthly); and depending on the value of the proposed project, I would be willing to top this up from my departmental resources (which then would be more than half-time, of course, up to full-time). You would not be required to take any courses, as you may know it from PhD practices in other countries.
Those who know me a bit, can tell you that I gladly leave the supervision of purely theoretical or philosophical studies to other scholars. I would be excited to receive short one-page exposés about original PCST research projects, which (i) clearly indicate a potential impact for scicomm practice, (ii) do not solely rely on qualitative methods, and (iii) are not merely about journalism / media studies, but rather have a systemic or at least a socio-political angle.

Since the deadline is 1st August, I would need your one-pager by Monday (24th July) so that, in the case your idea is to be selected, we have a week to develop the ca. 5-page proposal which then is going to be evaluated by the Research Committee of our uni (which I chair, although I would of course abstain my vote on proposals in which I am involved).
