I am currently working with a a London-based organisation is recruiting for two six-month fixed term contract jobs; a Head of Library Services and a Library Project Manager. These interim management jobs are required to oversee major transition.
Head of Library Services
The Head of Library Services will lead on the transformation of the library service by developing, implementing and managing effective library policies and strategy. This will begin with a review of the operational effectiveness of the library service and work with staff to devise suitable processes and procedures. The Head of Library Services will be responsible for the recruitment and deployment of staff within the library service and take steps to ensure that all staff are well-motivated, effectively trained and supervised.
Overseeing multiple sites and a range of services the Head of Library Services will ensure that the library service is fully integrated into the wider organisation, supports corporate initiatives and successfully delivers against corporate objectives. You will provide professional advice to senior stakeholders on relevant areas of service delivery and contribute to a culture of continuous improvement.
The Head of Library Services will be expected to ensure a high standard of customer focus and service quality, as well as to ensure effective communication and consultation with all staff and stakeholders. You will also support strong working relationships with partner organisations and encourage, new and innovative partnership arrangements to enhance further the library service.
Library Project Manager
The Library Project Manager will support the Head of Library Services in the transformation of the library service, providing leadership in the development and implementation of efficient processes and procedures. As an active member of the transformation project team you will promote a philosophy of prioritising user needs at every opportunity and put in place project and service management arrangements that work to deliver this.
On a day-to-day basis the Library Project Manager will ensure that all library sites are adequately staffed, implementing recruitment and retention processes as required, and monitor performance against agreed objectives, targets and budgets. You will produce reports, manage and continually review the library service’s multiple budgets and coordinate the procurement of professional and specialist services. You will also liaise with a wide range of stakeholders and be proactive in building positive and productive networks.
The Library Project Manager will lead on workstreams within the Libraries Transformation project with the aim to raise performance by contributing to a culture of continuous improvement. You will promote the library service and represent the organisation at events, attending and presenting at conferences and seminars as required.
While the specific skills set for both jobs will vary, it is expected that applications for both jobs will demonstrate substantial experience of managing large and complex library services with a strong emphasis on customer engagement. The Head of Library Services will have a clear track record in strategic management and library service design. The Library Project Manager must show a clear understanding of project management principles and enjoy the challenges involved in delivering a varied range of library services across multiple sites. Both jobs require people with an outstanding aptitude for networking and stakeholder engagement.
