I have a nagging suspicion, there is nothing 'normal'!
The fastest I have been paid was 3 weeks; the slowest was 6 months and
needed 2 reminders.
Some institutions seem to have some central function, typically called
'Quality' who know who the external examiners are, and pay promptly
after receipt of the annual report. Some institutions send the reports
into the bowels of a faculty or department for sign-off by someone,
somewhere, who may or may not be prompt.
In some cases, it is not clear what level of external examiner fee will
be paid. Some institutions have one lump sum and simply load external
examiners with an unpredictable number of modules to scrutinize for the
same lump sum; some institutions have a system of paying a small
additional fees for added modules, in which case some departmental
verification may be needed.
What is clear to me is that some institutions are at serious risk of
breaching the minimum pay regulations because they have failed to carry
out a formal assessment of the likely time requirement of a particular
set of external examiner activities, and institutions are required by
law to have carried out such an assessment to make sure they are not in
breach of minimum pay legislation (and please don't respond with the
red-herring arguments about external examiner fees being an honorarium -
that does not get the institution off either the taxation or the minimum
pay regulations). I can only imagine that one day, there will be a very
interesting employment tribunal case! Please note I am not saying that
many EE jobs are paid at below the minimum pay; I am saying that the
institution is under a legal requirement to have carried out an
assessment to know that they are not in breach of those requirements.
