As Eric says, Cardboard is as cheap as it comes. However, the standard
unit doesn't fit all phones (which the participants would need to
supply themselves) but it's usually good enough for a demo. The
Bitmore VR is still £15 in some places, and supports larger phones.
Bear in mind that to install an app during the event on a participants
phone might be troublesome, though, so you might want to find a
web-based example. I could pre-load some photos in my viewer app:

But it all depends what you want the workshop to include. Should it
track the participants body movement, and not just the head? Do they
interact with the scene(s) via a method which _isn't_ looking? Do 2 or
more participants need to interact? Is there any user generated
content?
Brighton is home to many games company, some of whom might be able to
lend some equipment. e.g. gear VR
