I can't easily answer this without knowing more about what you are trying to do.
If your image FOV is different then that suggests that it is in a different space and you need to transform it to another space, which may require some registration steps. It is normally not the case that you just want to pad out the extra voxels with zeros (and hence there is no simple command for that).
If you can explain what your images represent and why you need to resize/resample then we can hopefully figure out what you need to do.
