You could try [log in to unmask] for a network spec, they'd probably have some minimum standards/requirements.

Hi all,
I've had a very interesting query from a colleague concerning recommended bandwidth for successful use of electronic resources. We have a number of courses taught in developing countries where internet speeds are a very real problem, and has impeded our students' use of resources. However, without knowing if there are any minimum requirements for speed it's proving very difficult to do demand any improvements. Is anyone aware of any recommended minimum bandwidth? Our agreements often have browsers/operating systems consideration but we cannot find anything specific about this issue.
