Seeking paper proposals for a panel on:
Responsible Rule Breaking: On Civil Disobedience and Irregular Migration
In recent years, European states have begun to criminalise various forms of assistance provided by NGOs and private citizens to asylum seekers and others who cross borders irregularly. Search and rescue missions, providing shelter and food, or offering a person a ride at the side of the road, are all actions which have seen individuals run afoul of the law. While not all of these actions have been undertaken with the intention to ‘break the rules’, this panel seeks to explore the extent to which individuals and groups may have a responsibility to disobey such laws and continue providing assistance. Potential questions to be addressed include: Do citizens have a responsibility to resist immigration legislation that they consider to be unjust? On what is this responsibility grounded? What are its limits? What forms should such resistance take? Are such actions only valid in relation to certain ‘types’ of migrant? Should these actions be conceptualised as acts of civil disobedience? While inspired by recent European developments, papers need not be restricted to a focus on Europe.
