Abstract
Small Island Developing States (SIDS) are among the poorest countries in the world and generally considered to have a lower adaptive capacity when faced with extreme climatic events (fact mostly attributed to their territorial and access to natural resources limitations). However, if size can be a de facto limitation for the adaptive capacity of SIDS, it can also represent an advantage from the point of view of exploring policy responses to the challenges posed by climate change impacts. The sizeable territorial space and institutional configurations of most of these countries enable a direct assessment of policy interventions and state capacities. From that perspective, SIDS provide an ideal field (or “lab”) for identifying “best practices” of development and climate related projects which may provide lessons for contexts beyond these confined environments. The convenors argue that SIDS have the potential to play a vital role in the new agenda of the Sustainable Development Goals (SDGs), especially when it comes to the early evaluation and translation of international climate change commitments into national development policies. The panel seeks contributions that address the theoretical and practical challenges related to policy and project implementation in SIDS. We welcome critical evaluations that discuss lessons learned from the Millennium Development Goals (MDGs) implementation phase with a view into the future implications of the new development and climate agenda based on the SDGs. Special consideration is paid to institutional mechanisms and implementation challenges, including societal conflicts derived from those agendas.
