We have noticed the same. Ours were from PEL. They are discolouring in the pot, before even being used. I decided that as they are changing colour, but not rusting, they don't pose a risk to the documents - but if I'm wrong do let me know!

Subject: Brass paper clips - a query!
A curious one... We purchased some ‘archive quality’ brass paperclips a couple of years back, and to our concern have discovered that some of them are dulling/developing a coating… It’s in an area of our cellar which we know has some humidity issues, and at least at the moment none of the residue is coming off onto the paper - but even so it seems like Not Good News.
We have not got very far in conversation with the supplier so far. So I was just wondering if anyone else has come across this phenomenon, and if so if you have any tips for dealing with it?
