(I'm going to be a little bit old-fashioned here)
I do not think that being an external examiner is a job, it is more of an appointment - the sort of thing someone might be invited to do, and a form of recognition that the person may have something to offer by dint of experience and expertise. The honorarium is a courtesy, an acknowledgement that time has been granted by the examiner, and is not intended to be matched to whatever work may be required.
If the arrangement is seen as unreasonable, the invitation can be declined.

This is a very interesting discussion - do we not have any decent research on this topic? It sounds like the system is a complete mismash of contractual arrangements (some contracts of service, some contracts for service) and workloads.
