Technical Analyst (economics)

NICE is the independent organisation responsible for providing national guidance on the promotion of good health and the prevention and treatment of ill health.
The Centre for Guidelines (CfG) develops and updates clinical, public health and social care guidelines for the NHS and local authorities. These are recommendations on the appropriate prevention, treatment and care options for people, based on the best available evidence of effectiveness and cost effectiveness.
We are recruiting a Band 7 Economist. The post holder will work with the new Guideline Update Team and Methods and Economics Team. Economic analysts provide advice and technical support to committees on economic issues during development and updating of guidelines, including identifying the types of evidence to address the questions, appraising the evidence and preparing structured summaries of the evidence. The post holder may also be required to re-run previously developed economic models or undertake the development of original, applied economic analyses that will be used to inform the deliberations of the Guideline Committee (comprising decision-makers who are predominantly clinical, public health, social care and patient experts with limited formal expertise in health economics). All work is undertaken collaboratively, within a multidisciplinary team.
The post holder will also provide quality assurance from a technical perspective throughout the development and updating of guidelines, including scoping, development and validation. This will include advice on the methods of guideline development through the Guidelines Manual, and fostering further development of methods in areas identified as priorities. They will also work with the internal Surveillance Team, providing an analytical service to inform judgements about the need to update guidelines.
The Technical Analyst will have skills in health technology appraisal/clinical/public health/social care guideline development with an understanding of the principles of economic modelling and, ideally, experience in developing such models; you will be an enthusiastic analyst with a relevant postgraduate qualification (e.g. health economics, operational research, statistics or health service research) or equivalent experience. Skills in critical appraisal, interpretation and synthesis of health and/or social care research evidence, along with familiarity with evidence-based decision-making, methods of guideline development or health technology assessment are essential. In addition, excellent communication skills are essential, both written and oral, particularly with respect to communicating complex issues to Guideline Committees with limited economic knowledge.
The post holder will have the opportunity to extend their own skills in modelling and economics and contribute to methodological developments in the field. The posts will be line-manged by a Band 8B Technical Adviser (health economics).
