Ageing, austerity and engagement: implications for participation and knowledge production in rural civil society across the lifecourse


We are inviting contributions to a number of sessions that consider the intersections between uneven processes of economic austerity and population ageing on voluntary organisation in rural communities.

Reductions in public sector funding have been keenly felt in many rural areas, where a diversely ageing population faces long-standing issues of accessibility, service proximity, mobility and social isolation. However, the impacts of this context are not only felt by older members of the community but are experienced throughout the voluntary and community sector tasked with responding to these socio-political challenges. In addition, we have witnessed a ‘shifting landscape of voluntarism’ (Milligan and Conradson, 2006) that has resulted in the creation of multiple knowledge’s as volunteers take on increasingly pivotal roles in rural communities and the provision of rural services.

Responding to a call to produce more ‘enlivened’ understandings of volunteering (Smith et al., 2010) this working group wishes to draw on Mills (2014) use of a lifecourse analysis to consider the diversity of these multiple knowledges across different ages of volunteers in rural communities. It proposes to explore how the development of such knowledge’s contributes both to the individual as well as the social and economic wellbeing of the communities and organisations concerned. Such issues are of critical concern in the ongoing context of austerity, where differentiated patterns of volunteer availability and retention, motivation and values, and responsibility and obligation are emerging.

This working group welcomes empirical contributions from international case studies as well as papers considering different theoretical approaches for better understanding the changing social, political and economic climate within which rural volunteering occurs. We especially welcome contributions that critically engage with Stebbins’ typology of volunteering (Stebbins, 2006) as Professor Stebbins will be participating in the working group to provide his expertise on the use of a serious leisure perspective on the above questions.

The events of 2016, from Brexit to Trump's victory in the US election, have led many to claim that democracy is in crisis (e.g. Levitsky & Ziblatt, 2016). In particular, the project of multiculturalism has been held up by Western commentators and theorists of democracy, such as Jürgen Habermas (discussed in Bhambra, 2016), as a potential threat to genuine democratic participation and as fuel for right wing populism (cf. Lentin, 2016; Wilson, 2016). Post-colonial perspectives counter that these arguments fail to recognise the long histories of global interconnectedness through the European imperial project, which laid the foundations of liberal democratic institutions and practices (Bhambra, 2015; Jazeel, 2011).

These 'democracy in crisis' arguments are often based upon universalising and fixed models of democracy and assumptions about the public. For example, deliberative democratic theories are widely evoked, envisaging a harmonious deliberative public sphere enabled by a relatively homogenous and well-informed populous. Though, agonistic theories of democracy are also evoked and equally make normative assumptions about democracy and the public, emphasising discord and debate. By perpetuating fixed assumptions about democracy, participation and the public, these kinds of approaches fail to recognise the relational and interconnected way in which democratic practices and ideals are produced - discursively, spatially, materially and institutionally - and the global diversity of existing ways of understanding and practicing democratic participation. Furthermore, these fixed assumptions shape the way in which we study and intervene in democratic practices, potentially excluding certain knowledges and bodies (Spivak, 1988) and foreclosing what can be said or done within such processes (Chilvers & Kearnes, 2016).

To begin this project of decolonising geographies of democracy and participation, contributions to this panel could:

· explore what is excluded and marginalised by these dominant and universalising perspectives on democracy;

· seek to challenge them by exploring the global diversity of ideas about and practices of democratic participation, and drawing on insights from post-colonial and feminist theories;

· follow the connections, flows and interdependencies of particular ideas about and practices of democratic participation;

· or propose methodological innovations which can help geographers to do participation and democracy in a decolonial way.

The following ESRC-funded PhD opportunity at Aberystwyth, co-supervised between the Department of Geography and Earth Science and the Department of International Politics, may be of interest.

ESRC Wales DTP Collaborative Studentship – fixed project on ‘Policies and Discourses of Migration in a Devolved Wales’

The studentship will focus on policies and discourses of migration in Wales. It aims to understand how discourses of migration shape policy reactions, developing a greater appreciation of how the migration field is governed, and the challenges and limitations of policy and practice relating to asylum seekers, refugees and migrants in Wales and the UK. The studentship will prioritise knowledge exchange, and will collaborate with the Welsh Strategic Migration Partnership, Wales’ main advisory and consultative body on migration. A short documentary on migration in Wales will be created at the end of the project with support from Welsh media company, Telesgop.

Welsh Language skills are desirable but not essential for this studentship.

Collaborative studentships involve liaison with a non-academic organisation, often at many key stages of the research programme. This studentship is offered on either a 1+3 or +3 basis and will commence in October 2017.

The international conference, Making the collective city: Reflections on
participatory processes, will take place on 8 and 9 June 2017 at the
Faculty of Architecture, University of Lisbon. It will be an opportunity to
discuss participation in architecture and urbanism and its role in defining
common practices, policy measures and urban management strategies, in order
to respond to issues of urban governance and the social needs of
inhabitants.

In contemporary society, a time marked by globalisation, social and
economic instability, a weakening of administrative “capacities” and
increasingly complex social dynamics, new actors are emerging to support
the development of community initiatives. Within this context, the
conference aims to promote debate and reflection on methodological
approaches applied in Participatory Projects in Architecture, Urbanism and
Design.

The conference will focus on two central themes: theoretical perspectives
on the co-production of cities, and on new approaches and challenges for
participatory processes.

NEW AND EMERGING RESEARCH IN HISTORICAL GEOGRAPHY
Sponsored by the Historical Geography Research Group.

Abstract
This session aims to give postgraduates undertaking research in historical geography the opportunity to present at a major conference in an informal and relaxed environment. Building upon past successful HGRG postgraduate sessions, it is hoped that a friendly and supportive atmosphere will produce stimulating debates on the issues raised and provide postgraduates with helpful feedback on their work. There is no chronological or geographical limit to papers and they can be variously theoretical, empirical and/or methodological in orientation. Papers are encouraged from postgraduate students at any stage of their PhD research or Masters dissertation topics.

Papers to be given with time for questions after each presentation; four or five papers of 15 minutes (max) with 5 minutes for questions and comments.

By questioning what counts as "work", feminists have demonstrated that both paid and unpaid work are constitutive elements of the economy. One of the central contributions of feminist geography is a multi-scalar analysis of both paid and unpaid work. Since the early 1980s there has been a tradition of feminist geography that builds on political economy; this session draws on these traditions to consider theoretical and empirical research in feminist labour geography. Using the concepts of space and place, feminist geography has made important inroads to analyze the ways in which gender is experienced through race, class, citizenship, ability, and sexuality. Feminist labour geographers use a range of approaches that include intersectional, interlocking, materialist and Marxist, to name a few. Recent scholarship also highlights the place-specific forms of masculinity that working-class white, racialized, and migrant men experience. We gather interventions from both historical and contemporary perspectives that strengthen and advance the study of labour (paid or unpaid) and social difference from a range of feminist perspectives (antiracist, anticolonial, anticapitalist, transnational, queer, trans, crip) and contexts (global north, global south, urban, rural).

PLANNING/UNRAVELLING THE CYCLING CITY



The University of Amsterdam Graduate School of Social Sciences and the
Urban Cycling Institute are now accepting applications for the 3rd edition
of their summer school – an intense, 3-week program unravelling what it
means to be(come) a cycling city.



The course follows a flipped classroom approach: we use the city of
Amsterdam as our storyboard and lab to get inspired, to experience, to
analyse, to apply and to reflect on city making and shaping.



The course brings together the leading experts and thinkers in fields such
as history, sociology, urban design, strategy, and marketing. The target
group is graduate/high level undergraduate students (and a handful of
professionals) who are curious to learn and willing to get confused on a
higher level.



As a participant, you will be connected to a global elite network – alumni
from this course have since taken professional and academic positions
focused on urban cycling around the world.



The deadline to apply is March 1, 2017, and spots are limited. The course
immediately follows the Velo-City 2017 Conference in Nijmegen-Arnhem and
runs from June 18 – July 7, 2017.
