Can Smart Mobility be Inclusive Mobility?
The transport and mobility sector is undergoing a period of intense technological change in a political context of high expectations about the potential benefits of new technologies, such as connected and autonomous vehicles, intelligent transport systems and infrastructures, new business models such as Mobility as a Service (MaaS), and new shared mobility and app-based hailing services. More broadly, the concept of Smart Mobility is becoming increasingly pervasive in city and transport planning (Papa & Lauwers, 2015) and used to present attractive visions of future (mostly urban) environments where all have access to a perfectly efficient mobility system enabled by the full use of digital technologies and sensing innovations. Although some of the Smart Mobility innovations (such as those concerning connected and autonomous vehicles) specifically claim benefits in the form of access for currently excluded groups (e.g. the disabled or those without a driving license), in the absence of realistic and detailed transition pathways to ensure the benefits are in fact shared, such claims remain conceptual and hypothetical (Clark et al., 2016). The experience of urban and transport planning in the last fifty years has in fact demonstrated that an excessive focus on technical performance has led to a lack of understanding of those who use, and crucially of those who fail to use, the transport system (Martens, 2017). We welcome abstracts on all aspects of Smart Mobility, ranging from technological change in the transport sector to innovations in business models and consumer/citizen participation in novel mobility services, which consider the inclusiveness of Smart Mobility innovations and the equity of distribution of benefits and costs to the different social groups that might use and interact with such new technologies, models and services.
