Advice from a colleague who manages the assistive technology and provides guidance here:
"PDFs can be accessible so long as no-one has messed around too much with the settings and so long as they are text PDFs. [The example provided] does seem to be reading well using JAWS. One small point would be possible to set the PDF to open by default in Adobe Reader as opposed to embedded in the browser."
The global policy here enables PDF content to open inside the browser because that is required by various ebook aggregator platforms. The user can disable the setting from within the browser's plug-in manager if using Adobe Acrobat Reader DC or Adobe Reader XI to read PDFs -- for advice on changing the PDF display setting see: https://helpx.adobe.com/acrobat/using/display-pdf-in-browser.html. On Adobe Reader X or earlier versions the setting is under Preferences > Internet > Display PDF in browser - check or uncheck the box as necessary.

Hello everyone,
Is anyone able to share their approach on making PhD theses accessible under the Equality Act 2010? I'm wondering if you have staff and workflows in place to check individual theses for accessibility and to make them accessible if they already aren't; or if your institution 'simply' provides guidance and training for Doctoral candidates to produce accessible theses from scratch that then get loaded as is to your repository space.
