i guess I think the programmes were too ambitious in scope - if you take away all constraints,
most researchers arent really able to focus (in my opinion) - a lot of more useful stuff tackles
the apparent next unsolved problem, rather than the full set of unspecified problems!
the side effects of the programme are good tho (a lot of people learn how to build big experimental systems) so I think I was
perhaps being over harsh!
