Northwestern University Center for Forced Migration Studies Summer Institute: Refugee Protection and the Rights and Process of (Re)Settlement, August 1-11, 2017
The Northwestern Center for Forced Migration Studies at the Buffett Institute for Global Studies (CFMS) is pleased to announce our 2017 Summer Institute. The expanded two week course on Refugee Protection and the Rights and Process of (Re)Settlement will now cover both the Refugee Status Determination (RSD) process and the process of refugee resettlement from August 1-11, 2017.
This course is designed for government officials, non-governmental organization personnel, lawyers, refugee service providers and practitioners, university faculty and graduate students (select advanced undergraduate students may seek permission to attend). This course provides a global perspective on the challenges and processes of refugee protection.
The 2017 Summer Institute introduces participants to the 1951 Refugee Convention and 1967 Protocol refugee regime, the international legal basis for refugee status and the variations in how UNHCR and authorities in different countries determine whether an asylum-seeker is eligible for refugee status, with a particular focus on the United States system as well as refugee processing in crisis situations. In week one students will learn about the Refugee Status Determination Process through lectures and workshops focused on decision making and analytical skills, Country of Origin (COI) research, procedural issues, case preparation including taking testimony, evidence documentation, working with victims of trauma and with issues of credibility, including a focus on special topics such as LGBTI and gang-related asylum claims and cases involving unaccompanied minors. Students will also be introduced to the elements of strategic litigation.
Week two of the course focuses on the process of resettlement. Students will be introduced to the local context of resettlement in countries of first asylum in the Global South, the UNHCR framework for resettlement, comparative models of national resettlement with a focus on the U.S. Resettlement program. Students will learn about reception and placement of refugees, the role of resettlement services, short and long term integration, the role of diaspora communities, and special topics including mental health and children. Students will learn how to apply human-centered design to resettlement challenges through an innovative Design for America workshop.
The 2017 CFMS Summer Institute is an intensive, rigorous 11 day, non-degree earning certificate program. Held at Northwestern University's beautiful lakeside campus in Evanston, IL, the Summer Institute provides a forum to exchange ideas, build relationships, develop new approaches and policy recommendations and learn about new developments in the field.
