I would tend to agree with Chris. A Remediation Strategy would develop the remedial suggestions presented in the SI report and flesh them out taking into account the specific constraints of the site (Cost, Duration of works etc). The remediation strategy will be more general and will outline the strategy principles and goals, and is often produced by the SI consultant. I do not see any issue however with for example including detailed gas design drawings at this stage.
The nuts and bolts of how the remediation is achieved, (cut/fill volumes, finished ground levels, source of imported soils/destination for soil egress etc) will be developed the earthworks/specialised remedial contractor and is often finalised much closer to the commencement of site works, as different options spanning: development layouts (SUDs, open space, # of units), source of imported materials, and costs/programme implications therein explored.
I think these should be two separate documents.

I think you are conflating two different documents by referring to them collectively as Remediation method statement / strategy (RMS).
Design versus specification.
A Remediation Strategy could be fairly broad/generalised and wouldn't contain the nut and bolts of the proposed method/specification on how it would be undertaken.
A Remediation Method Statement would.
