Drawing on Michel Foucault’s political philosophy, the book discusses
European social integration as transnational neoliberal governmentality and
challenges its epistemologically constituted subaltern subject.
Neoliberalism is questioned in relation to its programs of securitisation
of poverty and authoritarian models of self-government associated with
subalternity, aiming at upholding the Capital and instrumentality of the
market as apparatuses of economic and social commandment. The latter are
aimed to be embodied in individuals’ behaviour as exclusive models of
self-conduct (e.g. enterprise), which opposed to vernacular forms of
knowledge and self-governance are epistemologically sustained by social
sciences. In this context, the book’s political historical ethnography
advocates for a new mode of knowledge production in relation to populations
excessively subjected to neoliberal governmentality, and contributes to an
epistemological decolonisation of the neoliberal subject. The new mode of
knowing, conceptualised, in a critical conversation with Pierre Bourdieu’s
theory as historical geographies of power, is discussed with regard to a
new thesis- the return to the political- which inspired by Jacques
Ranciere’s radical philosophy heralds the political affirmation of the
subject and decolonisation of ‘the governed’, in a dialectical opposition
to models of self-government produced by the neoliberal discourse.

Theoretically nuanced and empirically rich, this new study by sociologist
Dr. Cerasela Voiculescu offers a unique and fresh insight on how power, in
neoliberal times, is impacting on different Roma communities in Romania.
Based on field observations, community work and academic reflection over
nearly fifteen years, the project deftly deconstructs "the Roma" as both
political projection and as non-static actors with strength, agency and
their own power in challenging and disrupting gadzhe (non-Roma)
institutions and the state. This is a remarkable book that strikes new
ground in both Romani studies and critical accounts of neoliberalism and
power.

ethnicity, and human rights, Cerasela Voiculescu combines Eric Wolf and
Michel Foucault in a comparativist historical ethnography of relational

empirically insightful.
