Between Joe White and Tim Jost, we have about as much as can be sensibly
said about Trump and the ACA over the next couple of years.
Incrementalism tells us, as Tim emphsizes, that the Republican policy
orientation has already been revealed. But the capacity to repeal the
mixed collection of policies called the ACA is limited while the range of
actions open to make smaller changes is very large.
