Canvas does not currently support official LTI membership, but it is being considered. I had this reply:
" The official LTI Membership service has been on our radar since the release earlier this year. We have completed some preliminary work regarding this service in Canvas, but ultimately have security concerns allowing just any tool to access what is essentially API endpoints without having to go through additional authentication like OAuth 2 or using JWT. This is something we still need to figure out how to implement with keeping in mind interoperability, but also applying sound data access standards. "

In order for you to be able to synchronise users between the VLE and WebPA, the former must support the unofficial memberships service (see https://www.imsglobal.org/ext_membership.html). Either your instance of Canvas does not support this service, or it has not been enabled.
The next release of the WebPA integration will include support for the official LTI Membership service (see
http://www.imsglobal.org/specs/ltimemv1p0) but I don't know if this is supported by Canvas yet. Let me know if this would help you and I will try to expedite the release of the updated version.
