Nadine -- this doesn't exactly answer your question, but...
We carry out annual evaluations of our subscription databases. This involves completing an evaluation form for each database. The form consists of a description of the database with some yes/no or pass/fail questions. The object of the exercise is to produce a recommendation (purchase/do not purchase) for each database. (Obviously this process can also be applied to evaluating potential new resources.)
With the caveat that it may not be as rigorous or detailed as you require, I can pass on a copy of our evaluation form if you think it may be of interest.
