Subject: Contracting Opportunity within Somerset County Council
Dear Dr Monios,
My name is Bill Warden, and I am contacting you regarding a potential Contracting Opportunity with Somerset County Council, that may be of interest to members of UTSG.
Somerset County Council (SCC) is commissioning a package of work-streams to deal with the transport impacts that are anticipated to arise from the construction of Hinkley Point C (HPC) nuclear power station. The work-streams involve;
• Corridor Improvement Schemes - road safety improvement measures, and walking and cycling infrastructure along corridors throughout Bridgwater and surrounding areas
• An integrated Travel Behaviour Change and Road Safety Training and
• Awareness Campaign Programme
The work-streams will be procured separately but they will need to complement and have regard to each other in order to;
• Deal with road safety risks, in particular for non-motorised users including particular pedestrians and cyclists
• Maximise the opportunities for managing travel, in particular to encourage modal shift through increased walking and cycling
• Achieve reliability and consistency of journey times across the HPC HGV corridors during construction of HPC
SCC is looking to seek an independent means of assuring, reviewing and informing its project around the delivery of travel demand management in support of HPC. The solution which could take the form of a key individual or a more team based wider approach will draw upon a wide understanding of best practice and the latest academic literature and thinking to support:
· Advice on procurement
· Support in tender evaluation
· Formal project gateway reviews
· As well as miscellaneous support of the project
