I would suggest, rather than trying to base your assessment around a land use default, you identify your critical receptor and their likely behaviours for your site and then compare this against the generic assumptions in the CSM's which underpin the different generic screening values. You may find on doing this that none are suitably protective or representative of your scenario.
Alternatively on doing this you may find that Commercial is indeed suitably protective and you will then have the information to justify your decision.
