I don't think it's safe to make any assumptions about what is right or wrong.
There are big cultural and disciplinary differences between how conferences
and the associated communications take place. Those working in a single
field may be unaware of these variations and assume that everyone works just
like them.
For most of the events I attend, speak at, or run, sharing papers and
presentations either before or at the event is normal. Some conference systems
are designed to make this process straightforward, auto-generating online
programmes that link to the final submissions. For conferences where dialogue
around the submissions is an intended outcome, this helps facilitate the
dialogue. Those who are interested will read up in advance and have good
questions to hand.
Even if the event is planning post-event publication in a subscription journal,
the author's entitled to put a pre-print into your repository, which is what
I would want to do. Your local practice may vary, but I don't think you need
to act as a gatekeeper here. One has to assume that your users are reasonable
well-informed as to rights and responsibilities in this area.
