Dear all,
I do not have time to spare to read this webpage ("What do we know
about journal citation cartels? Some evidence and a call for
information") but it might be worthwile to read.
I had certainly witnessed Impact-Factor manipulation by a journal of
the "IEEE Transactions on Industrial Electronics". I had complained to
the IEEE about this journal. What has happened? The "IEEE Transactions
on Industrial Electronics" has requested me to be a referee for it
(without addressing even one complaint by me).
