Hi James,
There isn't a standard as such, there are many options such as DC, VRA,
IPTC, but for me the only one is IPTC because it is readable by common
tools such as Adobe Bridge and many of the fields can be read by Windows
Explorer and Apple Finder.
Digital Watermarking is dead in the water really, always was. Who was going
to spend the legal resources taking someone on the other side of the world
to court? (if you could find them in the first place)
In terms of standards in general, ISO is working on CH imaging standard
which will aim to 'unify metrics, related methods, and tools used to
specify and measure image quality capability of systems for the recording
and evaluation of cultural heritage materials for archival purposes.’ You
