I get quite a few queries from very small organisations who need to
catalogue their collections, so I'm glad you asked and hope you'll report
back as others would benefit from guidance on this topic.
For collections management (as opposed to presentation online) I'd start
with Collections Trust's 'Choose a CMS' page
http://www.collectionstrust.org.uk/collections-link/collections-management/spectrum/choose-a-cms.
As far as I know the CMSs listed there are SPECTRUM-compliant. I don't
think it includes free software like http://collectiveaccess.org/, but
posters on https://www.linkedin.com/groups/3280471/profile might be able to
supplement the information on the Collections Trust site and advise on the
implications of your choice for museum accreditation.
NB: one occupational hazard of working at the intersection of
behind-the-scenes and public-facing technologies is that 'CMS' can mean
both Collections or Content Management System, depending on the context.
And whichever way you read 'CMS', the devil is always in the detail - the
choices you make when configuring the software will have repercussions
later, so get as much advice on implementation as you can.
