Please see below details of a guest lecture entitled 'The crisis of governance in international sport: the need for radical solutions' to be presented by Prof Barrie Houlihan Wednesday 20th April, 1800 - 2000 and held at the newly opened Loughborough University London campus in Stratford, East London.
Presentation Abstract
The global sports market is estimated to be worth between US$350 and US$450 billion, contributes between 1.5 and 2.0% of global GDP and it is an industry in crisis. The rapid growth in the sector over the last 60 years has brought with it not only a huge increase in income to international and domestic sport organisations and many athletes, but also extensive corruption, in the form of doping, match-fixing and the systematic abuse of power by many senior sports administrators. This presentation will examine international sport organisations, such as international federations (IFs) and major event organisers, and explore their contribution to the generation of the crisis and to its solution. The presentation will discuss a set of principles for the good governance of international sport organisation such as transparency, democracy, and checks and balances. Particular attention will be paid to the challenge of holding these global monopolies to account. Traditional hierarchical (upward) accountability is not feasible which leaves either horizontal accountability (perhaps to governments, media and lobby organisations such as Play the Game) or downward accountability to the market (which implies a break-up of the monopoly of the IFs). The presentation will also discuss the role of international organisations such as the World Anti-Doping Agency (WADA) in enhancing the quality of global sporting governance. Of particular importance is the extent to which the establishment of WADA simply allows IFs to absolve themselves, partially at least, of their responsibility to maintain the integrity of their sport. The presentation will conclude with a series of suggestions for improving the quality of global sport governance including the break-up of the monopoly of IFs and putting them under the same pressure as tax-avoiding global corporations.
