According to the Epilepsy Action Group UK, an individual may be able to drive group 2 if they:
1) You hold a full car driving licence and
2) You have been free of seizures for 10 years and
3) You have not taken epilepsy medicine during this 10 year period and
4) If they are in Northern Ireland and has been declared fit to drive after a medical examination by a consultant nominated Specialist”
In my own opinion it also very much depended on the current neurologist assessment and what report indicates.
Also, re the construction duties, the starting point is the risk assessment of all aspects of the role should indicate if the individual, others or property will be at risk they if carry out such duties. It is also worth thinking about the EA 2010 and if work activities can be modified with the employer and employees cooperation.
