I am writing to invite you to attend the above seminar. Please note there is
a charge for most delegates, although concessionary and complimentary places
are available (subject to terms and conditions - see below).

 

Delegates at this seminar will consider strategies for protecting integrity
and rigour of UK research - and supporting the quality of the UK research
base. 

 

It takes place with these issues an increasing priority for policymakers,
higher education institutions and the wider research sector - in
anticipation of Lord Stern’s review
<https://www.gov.uk/government/news/government-launches-review-to-improve-un
iversity-research-funding>  into university research funding, which is
considering approaches to the evaluation of UK higher education research
performance and options for future iterations of the Research Excellence
Framework (REF).

 

It also comes with ongoing discussion about the effects of increasing
competition and the growing use of metrics on research practice in higher
education institutions. 

 

Overall, areas for discussion include:

*	Competition and rigour - examining the tensions between an
increasingly competitive research environment and improving the rigour of
research processes within universities; 
*	Research environment - the impact of including assessment of an
institution’s research environment within the REF’s metrics and next steps
for addressing the findings; 
*	Ensuring best practice - strategies for combating issues such as
plagiarism and the misleading representation of results; 
*	Self-regulation - the impact of the Concordat to Support
<http://www.hefce.ac.uk/rsrch/integrity/>  Research Integrity - introduced
in 2012 - and the potential for further implementation; 
*	Research funding - options for addressing concerns around the
integrity of corporate sponsored research; 
*	Ethics - supporting ethical research practices and the role of
university ethics boards; and 
*	Open data - opportunities, expansion and options for improving the
reproducibility of research findings.

impartiality by the Westminster Higher Education Forum.

We are delighted to be able to include in this seminar a keynote address

SLCU, Sainsbury Laboratory, University of Cambridge and Member, Nuffield
Council on Bioethics and Dr Tony Peatfield, Director of Corporate Affairs,
Medical Research Council.

 

Rt Hon the Baroness Neville-Jones, Member, House of Lords Science and
Technology Committee, and former Minister for Security has kindly agreed to
chair part of this seminar.

Networking

 

This seminar will present an opportunity to engage with key policymakers and
other interested parties, and is CPD certified (more

been reserved by parliamentary pass-holders from the House of Commons and
officials from BIS and the Government Office for Science. Also due to attend

Overall, we expect speakers and attendees to be a senior and informed group
numbering 120, including Members of both Houses of Parliament and officials
from BIS and other Government departments and agencies, university and
college leaders; academics and other higher education professionals;
representatives from students’ unions; businesses and their advisors;
interest groups and the voluntary sector; along with commentators and
reporters from the national and trade press.

 

Output and About Us

 

A key output of the seminar will be a transcript of the proceedings, sent
out around 10 working days after the event to all attendees and a wider
group of Ministers and officials at HM Treasury, BIS, DH, DSTL and other
government departments; officials at HEFCE, HEFCW, SFC and other agencies
affected by the issues; and Parliamentarians with a special interest in
these areas. It will also be made available more widely. This document will
include transcripts of all speeches and questions and answers sessions from
the day, along with access to PowerPoint presentations, speakers’
biographies, an attendee list, an agenda, sponsor information, as well as
any subsequent press coverage of the day and any articles or comment pieces
submitted by delegates. It is made available subject to strict restrictions
on public use, similar to those for Select Committee Uncorrected Evidence,
and is intended to provide timely information for interested parties who are
unable to attend on the day.

 

All delegates will receive complimentary PDF copies and are invited to
contribute to the content.

 

The Westminster Higher Education Forum is strictly impartial and
cross-party, and draws on the considerable support it receives from within
Parliament and Government, and amongst the wider stakeholder community. The
Forum has no policy agenda of its own. Forum events are frequently the
platform for major policy statements from senior Ministers, regulators and
other officials, opposition speakers and senior opinion-formers in industry
and interest groups. Events regularly receive prominent coverage in the
national and trade press.

Options and charges are as follows:

*	Concessionary rate places for small charities, unfunded individuals
and those in similar circumstances are £80 plus VAT. Please be sure to apply

research environment

To what extent has the inclusion of metrics assessing the vitality and
stability of the research environment within the REF generated improvement
in university research processes? How justified are concerns that the
pressures of increasing competition within the REF and a growing ‘publish or
perish’ culture are disincentivising co-operation and leading to poor
research practices? What are the implications of the inclusion of open
access requirements in the next REF for research processes and how well is
the embargo system working in practice?

What further steps can universities take to support both internal and
external peer review processes for research outputs and are additional steps
needed to make university ethics boards more effective? To what extent is
current training provision for PhD students and early career researchers

practice in this area? What more can universities do to ensure effective
research governance within their institutions, including systems for
reporting breaches of good practice? How can the sector create a greater
